Liber is the leader and creator of the Khaos Organization, an organization which currently rules over all of the Dragonvale Islands. He is a cold, calculating leader that offers no mercy at all. He will do anything to keep his seat of power as ruler of Dragonvale, and has all of the Khaos at his command.
